I used the  Finishing Touches Edgelits Dies with So Saffron card stock.  I then stamped the image with Sahara Sand. The flowers were colored using Copic Markers and Stampin' Markers

To mass produce these treat bags and make them much more simply, you can certainly leave the mini rosette out and just add a button or another embellishment of your choice.

You can add a pencil, candy corn like I did or licorice or a candy of your choice.  I used the GOOGLY EYES on the cut out spider and attached it with a mini glue dot.  A simple Trick or Treat sentiment and all ready to pass out!!
